Effect of Triple Constraint Management on Successful Implementation of Public Infrastructure Projects: A Case of Rubavu Modern Market, Rwanda

Abstract: This study examined the effect of Triple Constraint Management on Successful Implementation of Public Infrastructure Projects, using Rubavu Modern Market in Rwanda as a case study. Specifically, the study attempted to examine the effect of project scope management on successful implementation of Public Infrastructure Projects a Case of Rubavu Modern Market, Rwanda. The study adopted a descriptive and correlational research design with a mixed-methods approach. The target population was 200 stakeholders, with a sample of 133 respondents. Of the 133 questionnaires distributed, 131 valid responses were obtained, while key informant interviews provided qualitative evidence. Data were analyzed using SPSS Version 27 through descriptive statistics, Pearson Product Moment Correlation, and regression analysis. The findings showed that project scope management practices were weak, with an overall mean of 1.14 (SD = 0.29). There was a strong positive and statistically significant relationship between project scope management and project implementation (r = .855, p < .001, N= 131). Regression analysis also showed a positive and statistically significant effect of project scope management (B = .270, β = .289, t = 5.039, p < .001). The null hypothesis was therefore rejected. The study concludes that effective project scope management contributes significantly to successful project implementation. It recommends clear scope definition, stakeholderparticipation, proper documentation and communication, and effective control of scope changes.
