Effect of Quality Control Implementation on Information and Communication Technology Infrastructure Performance: A Case Study of Short Message Service Gateway Project at Ishema Hub in Kigali City, Rwanda

Abstract: This study assessed the effect of quality control implementation on Information and Communication Technology (ICT) infrastructure performance in the Short Message Service (SMS) Gateway project at Ishema Hub in Kigali City, Rwanda. The study examined quality inspection/testing, quality standards compliance, reporting, and corrective action implementation as predictors of ICT infrastructure performance. Total Quality Management Theory, Systems Theory, the Information Systems Success Model, and Continuous Improvement Theory guided the analysis. Descriptive and correlational research designs were adopted using a quantitative approach. The target population comprised 92 respondents directly connected to the SMS Gateway project, and the study used a census approach. Data were collected through questionnaires and documentation review. Quantitative data were analysed using SPSS version 29 through frequencies, percentages, means, standard deviations, Pearson correlation, and multiple linear regression at the 0.05 significance level. Regression results showed that quality inspection/testing (B = 0.353; t = 3.922; p = 0.000), quality standards compliance (B = 0.181; t = 2.321; p = 0.023), reporting (B = 0.271; t = 3.430; p = 0.001), and corrective action implementation (B = 0.209; t = 3.215; p = 0.002) had positive and significant effects on ICT infrastructure performance. The model explained 79.9% of the variation in ICT infrastructure performance. The study concluded that coordinated testing, standards compliance, reporting, and corrective action strengthened platform availability, security, speed, and service continuity. It recommended documented quality-control cycles, routine compliance checks, standardized reporting, and corrective-action tracking.
