Abstract: Public procurement is a cornerstone of devolved governance in Kenya, accounting for nearly 70% of county government expenditure. This study examined factors affecting procurement performance in Wajir County, focusing on planning, staff competence, compliance with policy, internal controls, and technology adoption. Using a mixed-methods design, data were collected from procurement staff, suppliers, and residents. Findings revealed that weak planning, limited staff capacity, poor compliance, and inadequate management support undermine procurement outcomes. The study concludes that procurement reform in Wajir requires a holistic approach combining legal compliance, capacity building, technology adoption, and ethical governance to enhance efficiency, transparency, and value for money.
