Abstract: This study assessed the effect of project management approaches on project quality compliance in European Union Horticulture Project in Rwamagana District, Rwanda. The study examined project planning, stakeholder coordination, risk management, and project monitoring and evaluation as predictors of project quality compliance. Project Management Theory, Stakeholder Theory, Risk Management Theory, and Total Quality Management Theory guided the analysis. Descriptive and correlational research designs were adopted using quantitative and qualitative approaches. The target population comprised 358 respondents involved in the horticulture project, from whom a sample of 190 was determined using Slovin’s formula. Data were collected through questionnaires, interviews, and documentation review. Quantitative data were analysed using SPSS version 29 through frequencies, percentages, means, standard deviations, Pearson correlation, and multiple linear regression at the 0.05 significance level, while qualitative interview evidence was analysed thematically. Regression results showed that project planning (B = 0.207; t = 3.339; p = 0.001), stakeholder coordination (B = 0.219; t = 3.712; p = 0.000), risk management (B = 0.409; t = 6.597; p = 0.000), and project monitoring and evaluation (B = 0.148; t = 2.552; p = 0.012) had positive and significant effects on project quality compliance. The model explained 73.2% of the variation in project quality compliance. The study concluded that integrated planning, coordination, risk control, and monitoring strengthened product grading, safety, packaging, traceability, and certification readiness. It recommended integrated seasonal planning, structured stakeholder coordination, active risk registers, and evidence-based monitoring with corrective follow-up.
