Abstract: Using a cross-sectional survey design, this study looked at how procurement preparation affected contract management in Kabale District. Data were gathered from 86 respondents and analysed quantitatively, supplemented by qualitative insights. Descriptive statistics were used to summarize individual variables and their attributes, and frequency tables were used to present the data. At the bivariate level, a Pearson correlation matrix was used to determine the relationships between the predictor and dependent variables, and a linear regression model was used to fit the data. The regression model results showed that procurement standards (R =.862) have a significant positive effect on contract management in Kabale District Local Government. The study concludes that effective procurement preparation, which includes comprehensive needs assessment, accurate specifications, realistic cost estimates, and timely scheduling, significantly improves contract management by encouraging transparency, accountability, and efficiency. Inadequate preparation, on the other hand, causes delays, cost overruns, and disputes, all of which undermine service delivery. To improve contract management outcomes and ensure value for money, the study recommends strengthening procurement preparation through staff capacity building, strict adherence to PPDA guidelines, the use of e-procurement systems, comprehensive needs assessments, stakeholder engagement, adequate resource allocation, and robust monitoring and evaluation frameworks.

Abstract: The main objective of the study was to assess the effect of procurement planning on organizational performance in Nyagatare District, Rwanda. Specific Objectives of the study was to determine the effect of needs identification, quality specification, cost estimation and contract management on performance of Nyagatare District. Data was analyzed using Statistical Package for Social Sciences (SPSS) version 25. The coefficient for needs identification (β = 0.145, t = 2.231) suggests that this effect is statistically significant. With a significance level of p = 0.028<0.05, it confirms that needs identification has a significant positive effect on organizational performance. The coefficient for quality specifications (β = 0.27, t = 3.767) is relatively high, indicating strong statistical support for this relationship. The significance level (p = 0.000) confirms that this effect is highly significant. The coefficient for cost estimation (β = 0.375, t = 5.435) is the highest in the model, indicating that cost estimation has the strongest effect on performance. With a significance level of p = 0.000, which is well below 0.05, cost estimation is statistically significant. The coefficient for contract management (β = 0.191, t = 2.938) indicates a statistically meaningful relationship. The significance level p = 0.004< 0.05, confirming that contract management has a significant positive effect on performance. Nyagatare District should implement standardized frameworks for identifying procurement needs, ensuring alignment with organizational goals and available resources.

Abstract: The study examined the effect of contract management on operational performance of the road construction sector in Uganda, a case of the Uganda National Roads Authority (UNRA) paying attention to three objectives: to examine the effect of contract administration; relationship management and contract monitoring on operational performance of UNRA. A cross sectional research design was used on a sample of 108 participants from whom questionnaires were used to collect data. SPSS (version 25) was adopted to process data while analysis was done through descriptive and inferential statistics. Findings revealed that all tenets of contract management studied are positively related to operational performance (contract administration: r = 0.53; p < 0.01, relationship management: r = 0.644; p < 0.01 and contract monitoring: r = 0.469; p <0.01). Results revealed that contract management explains 41.3% of the variation in operational performance of UNRA and that contract administration, relationship management and contract monitoring have a positive effect on operational performance with net contributions of 42%, 34.7% and 24.6% respectively. The researchers conclude that contract management positively predicts operational performance. The researchers recommend that the authorities at UNRA should pay keen attention to all dimensions of contract management adopted in the study since they all positively relate with and equally positively influence operational performance of the organization. By doing so, any occurrences that would jeopardize smooth flow of activities and works will be eliminated, hence harnessing operational efficiency.
